Reading the cost of attendance
Cost of attendance is the full published figure for an academic year, not just tuition. It covers tuition and fees, housing and dining, books and supplies, and an allowance for personal and transport costs.
Only tuition and fees vary by residency. Housing, dining, books and personal costs are the same figure for in-state and out-of-state students, because they reflect what living here actually costs rather than a policy choice.
Aid is assessed separately from admission and does not affect an admission decision. There is no application fee to begin with.

How aid works
Why a land-grant university prices this way
Pathify was chartered in 1871 as the state's land-grant institution, and the in-state tuition rate of $12,480 exists because of that charter rather than as a discount. The out-of-state rate of $34,960 reflects the absence of that subsidy.
The commitment to meet 100% of demonstrated need applies to in-state students. For those students the published cost is a ceiling rather than a prediction, and the average need-based grant of $14,600 brings the real figure well below it.
Loans remain part of the picture. The average federal loan balance at graduation is $19,800, which is carried by a subset of the 91% of first-year students who receive some form of aid.
